“Education is the great engine of personal development. It is through education that the daughter of a peasant can become a doctor; that a son of a mineworker can become the head of the mine; that a child of farm workers can become the president.” These are auspicious passages that give hope and life to both parents and children - holding on to the profit of education, regardless of their economic status in life. Most of our people are in their trance of acquiring education, to experience the euphoria it may bring in the near future.
Consequently, the intricacies that our teachers encounter particularly in the remote areas hinder the learner’s development in terms of acquiring the necessary knowledge and skills to make their future become better. Teachers find a lot of paper works with deadlines as hassles in their teaching. Aside from preparing their daily lesson plans, teachers still do prepare numerous reports for submission in the offices.
With the DepEd Camarines Sur’s copious population of school officials and educators submitting reports or doing their transactions in the office, and the “uncaring and abusive attitudes of frontline service personnel”, the customer service was perceived as slow and poor. Subsequently, the teachers spend much of their time in doing their business in the office, like spending two days or even more days just to complete their transactions instead of showing up in their respective classes. Now, to look back in the classroom arena while the teacher is dealing for the office matters for several days, the question would be, ‘How can a child acquire the quality education that is promised by the educational institution?’ On the part of the teacher or school official, ‘What plight will it bring if she/he does not process or make follow up on the necessary documents in the office until those are approved or completed? School officials and teachers can attest that to be – or to teach in a far-flung area is not just really engaging in the “field of teaching”, but engaging in the “field of patience” as well.
The Superintendent of DepEd Camarines Sur, Dr. Gilbert T. Sadsad noticed this scenario, which indeed needs to be given due time and attention. Thus, as an innovative guru, he initiated a Re-entry Project Plan entitled, “Integrated Customer-Friendly Service Delivery System in DepEd, Camarines Sur”. This project plan responds to the clamor of teachers, school officials, parents, students and other stakeholders for fast, friendly and economical service delivery in DepEd, Division of Camarines Sur through electronic portal.
The project supports for individual growth and advancement among the personnel and clientele. It is a citizen-centric of that ilk through transforming behaviors of the frontline service personnel, integrating services and ensuring channels available online so that teachers and school officials will be more focused to their jobs and to their clients in their respective schools. It is collaborative by nature for it assists the members of the Division Management Change Team, which is composed of one (1) Assistant Schools Division Superintendent, two (2) Education Program Supervisors, eight (8) Section Heads, and key Officials of the different organizations of PSDS, school heads, teachers and non-teaching group to ensure the implementation of the different activities in realization of its goals and objectives.
It is relevant and innovative in a way that the project is in proper place and become functional to minimize corruption, if not eradicated, and strengthens good governance. Its promise is fast, immediate, effective and efficient delivery of service. Each school will be equipped with an electronic program installed in the server, hence putting DepEd Camarines Sur responsive and accessible. Forms will be downloadable and online queries will be responded. All school matters will be available in the net and accessible online. There will be an equal access to the online services among clientele, regardless of economic status in life. This certainly bids transparency since all transactions will be made available online.
The DepEd Cam. Sur spearheaded by Dr. Gilbert T. Sadsad, has already started its implementation of strategies and activities. Last October 8-12, 2012, the formulation of survey instrument and its validation became successful and the procurement of gadgets followed. The organizational diagnostic was done and IT section was set-up. Training of the team was considered last November 3, 2012. The schedule of the Pilot testing of the online program/document tracking, promotion and awareness campaign was slated from November 21-30, 2012.
This speaks of innovation, which simply means that school officials and teachers must forget the traditional way of filing an official business leave form to transact business in the office but inserting other itinerary of business in mind (like going to a shopping mall, visiting a friend nearby, etc.) since they can access the information through the net, or they can even stay connected to the division office and get the answer to an inquiry while they are visible in their posts. This will ensure safety and savings to all school officials, teachers and office/school fund since there would be less travel and accommodation expenses when transacting business, less effort and time to consume, and less space to occupy in the rooms/offices for this will be paperless. This online service of the division office also offers opportunity for the customers to foster in themselves technological awareness and advancement.
By this project, it is not only the bribes and corruptions which will be minimized or eradicated, but as well as eradicating the ignorance among the citizens – the ignorance in utilizing the gizmos that are now accessible in the modern society - not only among the internal stakeholders, but also among the external stakeholders. Children will now learn more, because teachers will always be available providing the quality time and instruction among learners. DepEd Cam Sur is blest, anticipating the increase of the learner’s passing results in the national exams. Thank God to Dr. Sadsad!
Finally, “quality is everybody’s responsibility”. Therefore, everybody must upgrade oneself, not to be left behind in the queue of progress. Technology & Home Economics classes under Maria Arminda Verdadero Condrado of Dalipay High School students are taught to learn hair dressing.
Prior with this nail polishing, sewing, cooking, and other familiar skills those identified only for women were conducted. However, even males are included under this class.
Condrado explained that these things, menial skills common to women, are both helpful for students who are about to graduate this March, 36 of them , who will will be locating jobs elsewhere.
"They need it. Based on experience, some of our students are now employed because of these skills, males and females," Condrado also said. Others working in factories as tailors while some if not self employed were hired in parlors bearing skills only known said works are for women.
Natividad De Leon, School Principal here also said that this is the main focus of K to 12 program. There are at least 24 skills to choose from, and while in Junior high school they will be receiving National Certificate I( NCI), once finished. And in Senior high school is the National Certificate II (NCII) to be given once a student has completed the curriculum.
Under the DepEd TESDA related courses offering at least the students can choose from a lot of variations based from available learning skills. There are more than 20 TLE electives based on the training regulations of TESDA DepEd adoption, which are as follows : Aquaculture, Agricultural Crop Production, Animal Crop Production, Automotive Servicing, Bread and Pastry Production, Care giving ,Carpentry, Commercial Cooking, Electrical Installation and Maintenance, Consumer Electronic Servicing, Fish Processing, Horticulture, Household Services, Masonry, Mechanical Drafting, Nail Care, Computer Hardware Servicing, RAC Servicing, Shielded Metal Arc Welding ,Tailoring/Dressmaking and Tiles Setting.

He told the DepEd news group that they have had 35 days of rigid concentration and training; athletes were equipped with good training physical exercises, the trainers, coaches and chaperones were introduced to new training schemes, and they were prepared mentally and perceptually to stand the challenges of the competition.The preparation for 18 events which include athletics, ball games, archery, boxing, chess, gymnastics, and taekwondo were said to be at its highest peak this year. pops

It can be recalled that NEU is the biggest government organization in the entire country in terms of memberships.
Prior with the election at DepEd Non-Teaching Personnel just recently here, Malanyaon held the Presidency at DECSNA-- Cam. Sur Chapter, an association of nurses nationwide. As crusader and lobbyist too Malanyaon, was instrumental in the increased pay of nurses nationwide, from a range of 12 to 15 salary grade, where other DECSNA officers nationwide helped each other to work it during his term. He graduated Bachelor of Science in Commerce (BSC) at Far Eastern University (FEU) and decided to work in several Private Corporations in Metro Manila until after he decided to go back in Naga City to join at a soft drinks company-- salesman in 1979. As an active union crusader he became a union steward in 1980, in Daet Pepsi Cola that composed of a number of sales people. While in the 1982 as one of the Presidents at CASURECO II duo opposing unions seeking recognition from the board here, Malanyaon group was able to man recognition from CASURECO II board cooperative. He joined the DepEd as Registered Nurse “provisionary “ position in 1996 and 2 years later was appointed in a permanent position. Born to parents -- Catalina Velasco and Jaime Malanyaon ,Sr., -- his parents were former DepEd employees. Catalina Velasco served as a school grade teacher, and a hands-on mother to her 12 children. While Jaime Malanyaon, was former Superintendent and served in almost all divisions in the entire Bicol region, retired writing several books, and a Thesaurus. Due to his father’s transfer of assignments from one division to the other, the younger Malanyaon had no choice but to took classes in high school near the vicinity in the division where his father serves. That his high school years were spent in a private school-- he was enrolled by his parents in Catanduanes at Immaculate Conception Academy. A family who thinks the concerns of others, his parents worked hard for the common good of the people they served , and were religious. While his eldest brother Atty. Jaime Malanyaon , Jr. was freedom crusader too, fought under the Marcos regime. The reason behind why he(Malanyaon, Jr.) leave the country in the late 70’s including his family and stayed in United States (US) for good. Camarines Sur WTD celebration draws a bigger crowd
World Teachers Day celebration October 5, 2012 drew a bigger crowd, initiated by the Department of Education (DepEd) Camarines Sur to recognize the participation of teachers in nation-building. Some ten thousand mentors both from elementary, secondary and schools’ officials headed by Superintendent Gilbert T. Sadsad participated in to the whole day activities.
Held at the Naga City coliseum , the affairs did start early, commenced with a Mass.
Teachers were so thankful and relived about the two important points rose by the Superintendent here : First, saying that the division is definitely assuring the used of journals instead of a continued lesson plan writing , as prerequisites to teachers. Second is about salary upgrading, he did mention.
The Superintendent himself believes that using the traditional way of lesson planning is time consuming and does not provide much better impact to improve the learning competency by the students.
However, though journal writing is introduced by the division , it is also to insure then that the new approach/ scheme would enhance the learning competency by the students. This is both beneficial to teachers and students alike, said.
In addition, with this new approaches, teachers have ample time with the lessons inside the classroom instead of concentrating in writing lesson plan which is the usual practice by mentors specially when school evaluation is scheduled. The irony was , teachers are even writing lesson plan while have schedules to teach inside the classroom.
While on salary upgrading , at present teacher-I is just receiving some P16 thousand net-take, far to provide a decent living specially for a government worker (educator) sending children to school, thus ,the superintendent is much hopeful that the upgrading is possible to be implemented by the present administration of President Benigno Aquino, Jr., said.
The Superintendent also made mention that his office is open to queries specially for ordinary teachers about school’s issues and concerns.--Deo Durante

Deeper meaning on "Buwan Ng Wika" celebration sought
"Buwan Ng Wika "celebration in month of August this year , marked an irony as some invited guests by the schools cannot speak straight vernaculars. Some guests did even ask an apology as they failed to express Filipino language, using foreign tongues instead. This remarks was also true even in most government offices where the use of Filipino language has been deleted from their daily routines and transactions.
In other places , particularly in the Visayas and in Mindanao regions, Filipino language is no longer part as medium of instruction inside the classroom except in Filipino subject, they are using their own dialect & language, worst find it at home to just use foreign languages as its teaching instructions inside the classroom. As mandated by law, schools are advised to celebrate “Buwan Ng Wika,” how its birth instills unity among Filipinos from north to south.
Former President Manuel L. Quezon, the “Father of National language,” died with the belief how language may serve as a tool towards unity among our race. This year’s theme: “Tatag Ng Wikang Filipino Lakas Ng Pagka Pilipino,” the affair successfully observed and participated in by the DepEd division of Camarines Sur, both in elementary and secondary schools. Earlier , the office of Gilbert T. Sadsad , Division Superintendent here, passed a memorandum in this regard, urged schools with the strict compliance in the observance of “Buwan Ng Wika.”
Likewise , Dalipay High school in Milaor , Camarines Sur, celebrated “Buwan Ng Wika” with a loud bang as the Mutya and Lakan were one of the highlights . Presentation were vivid as both males and females candidates entered the hall walking with pride.

Madam Edna Fernandez, school head here ,conveyed a thank you remarks during her message to parents, students, teachers and guests.
