THE PRIDE OF GOA, THE PRIDE OF CAM SUR

          The sparkling eyes of this gentleman from Goa, Camarines Sur radiates to the rest of the world like the rays of the sun as it show fulfillment of hopes, dreams, aspirations and ambitions. All these give meaning on what he does and how he does it… to lead with a SMILE with spirit and soul. That smile gives meaning and passion as it beams never ending stories of triumphs and success in career, family and life.

          Deped Camarines Sur Division missed this handsome and gorgeously endowed Assistant Schools Division Superintendent when he was promoted as Schools Division Superintendent of Masbate where he stayed for almost 5 fruitful years of fervor and dedication. His perseverance to show leadership with a SMILE (look for the meaning) brought him recognition and distinction in the field of public service.

          Looking back years ago, his success brought happiness to people around and close to him. He has also earned the respect and admiration as he translated his dreams to reality with valor and virtue. He had dreamt of becoming an agricultural engineer before he became a teacher after taking units in Education and earning masters and doctors degree in educational management with flying colors.

          It was not sometime that he had been offered an administrative position as teacher-in-charge of a small barrio high school before he became a secondary school principal. After which, he had made Baao National High School take a make under his leadership as its Principal II and made the school one of the leader-schools in Camarines Sur championing journalism, culture and the arts and sports as well. It was also through his leadership and management that Baao High school became the foundation school of the now developing Baao Community College. Those achievements earned the recognition, appreciation and gratitude of the local government and the community.

          One of the highlights of his administration through his varied innovation and management was to make the school a model school in terms of fight against drug jeopardy.

          He had led the Association of Camarines Sur Secondary school Administrators (ACSSSA) for quite some time. It was in August 1999 when he was voted as President until 2005. He became the project director of the 2nd to 6th celebrations of the Camarines Sur Secondary Education Day wherein which instead of updates on the teacher’s welfare, there was an introduction of updates on different subject areas facilitated by the Division elementary and Secondary Supervisors. During the 2nd ACSSSA Celebration, The Search for the Most Outstanding Implementer of Health and Nutrition. Teachers were given time to shine as Musical and Dance Competition for Teachers were also held in some celebrations. In 2004, a new flavor arose as Search for Ten Outstanding Students (TOPS) was held which aimed to empower students and make them respond to the demands of time and inspire them to become one of the winners someday.

          As an active leader of an organization, it led the way for him to be elected into some key position to the Philippine Association of Public Secondary School Administrators (national chapter).

          He might have had all the inspiration to lead and be successful  taken from his cradles of happiness – his family - with wife Vilma Halili and children Alyssa May, Gilbert Augustine, Angelika and Gilbert Angelo.

          This handsome (a beauty pageant for men winner in his younger years) gentleman is no other than the New Schools Division superintendent of Camarines Sur Dr. Gilbert Tan Sadsad - an epitome of a man with humble ambition and propitious ideals, one could say that he is a happy and contented family man – heading his own and the DepEd family as well.

    Embezzlement, nepotism, influence peddling, fraud and other types of corruption also flourish.     With around 65 million Filipinos or about 80 percent of the population trying to survive on P96 ($2) or less per day, how can a family afford the school uniforms, the transportation to and from school, the expenses for school supplies and projects, the miscellaneous expenses, and the food for the studying sibling? More than this, with the worsening unemployment problem and poverty situation, each member of the family is being expected to contribute to the family income.     The long-term outlook for poverty reduction doesn’t look good either, unfortunately. We all know that there is a very strong link between education (or lack of education) and poverty—two-thirds of our poor families have household heads whose highest educational attainment is at most Grade 6. Well, the education statistics (all from the NSCB ) tell a very sad tale: elementary school net participation rates (NPR)—the proportion of the number of enrollees 7-12 years old to population 7-12 years old—have plummeted from 95 percent in school year (SY) 1997-98 to 74 percent in 2005-2006, as have high school NPRs.

    Cohort survival rates (CSR) have also dropped: Out of every 100 children who enter Grade 1, only 63 will reach Grade 6, down from 69 children in 1997-1998. In high school, CSR have dropped even more: from 71 to 55. Which means, of course, that school dropout rates have increased. Which is one of the reasons why, in 2005-2006, for the first time in 35 years, total enrollment decreased in both elementary and high school: although private school enrollment increased, public school enrollment went down more.
